There is little a Queen cannot do when she sets her mind to it, and still less when that Queen is immortal. Ming could do anything she wishes to her subjects and fear neither reprisal nor war, isolated on her archipelago.
It is because she need not that she stays her hand so carefully. She is all that holds herself in check—their mission said nothing of not harming those in this world—and so she carefully considers each decision, asking herself what she seeks to accomplish.
Numara's peace is her reward, a joy more fulfilling than any selfish act.
