Locke wonders sometimes why he was so quick to defend Celes back in Narshe. He'd spent so long hating the Empire. And she had slaughtered whole towns.
But when he found her in South Figaro, she didn't look like the enemy. She reminded him of a wounded animal, beaten and bloody and snarling at anyone who got too close. He couldn't stand to see anyone in need, so he unlocked her chains and took her with him.
They don't talk about her nightmares, or her time under Gestahl. They look to the future, and forget when she was the enemy.
