Garland only watches, and Golbez avoids them all. He is a traitor, and the Emperor is surprised Garland has not discerned this. Garland is an ineffectual leader, if he cannot see Golbez’s true nature.
It matters not. When the time is right, the Emperor will set Garland on Golbez like a hunting dog after a fox, and the ensuing battle will keep them distracted while he accomplishes his true goal: godhood.
